Sulfuryl fluoride is a colourless and odourless fumigant gas applied in an enclosed, gas-tight space.

Sulfuryl fluoride fumigation is a professional gas treatment applied to free export goods and packaging materials of harmful organisms. It can be used in particular as one of the treatment options accepted by the destination country for managing the risk of BMSB (Brown Marmorated Stink Bug).

For target high risk goods destined for Australia, BMSB treatments must be planned according to the nature of the product, the mode of shipment, the treatment temperature and the current biosecurity requirements. For a sulfuryl fluoride treatment to be accepted as valid, it must be carried out by authorised personnel, with suitable equipment and in line with the prescribed methodology.

What Is Sulfuryl Fluoride?

Sulfuryl fluoride is a colourless and odourless fumigant gas with the chemical formula SO₂F₂. When released into an enclosed and gas-tight treatment space, it disperses around the cargo and brings the target pests under control.

Because the gas is colourless and odourless, its presence cannot be detected by human senses. For this reason the treatment must be carried out using gas monitoring instruments, suitable personal protective equipment and controlled ventilation systems. Sulfuryl fluoride may only be used by trained and licensed applicators.

What Is Sulfuryl Fluoride Fumigation Used For?

This method is applied to reduce the risk of pests that could threaten the biosecurity of importing countries being carried in goods, machinery, vehicles, containers and packaging materials.

Under BMSB measures, sulfuryl fluoride fumigation can be considered in particular for the following types of cargo:

  • Machinery and mechanical equipment
  • Motor vehicles and vehicle parts
  • Iron, steel and other metal products
  • Aluminium and metal building materials
  • Electrical appliances and equipment
  • Timber products and suitable packaging materials
  • Other target high risk commercial cargo carried in closed containers

Not every product is suitable for sulfuryl fluoride treatment. The structure of the goods, the type of packaging, impermeable surfaces, the stowage pattern and the acceptance conditions of the destination country must all be assessed together before the treatment.

Sulfuryl Fluoride Under Australian BMSB Measures

Australia's current BMSB measures apply to certain goods manufactured in or shipped from target risk countries. Turkiye is among the target risk countries. The seasonal measures cover target goods with a date of shipment between 1 September and 30 April.

Australia's current general treatment schedule includes the following options for sulfuryl fluoride:

For treatments of at least 12 hours but less than 24 hours: a minimum temperature of 10°C, an initial dosage of 24 g/m³ or above and a minimum final concentration of 12 g/m³.

For treatments of 24 hours or longer: a minimum temperature of 10°C, an initial dosage of 24 g/m³ or above and a minimum final concentration of 8 g/m³.

All initial readings must be above 24 g/m³. Increasing the dosage to compensate for a temperature below 10°C is not permitted. Topping up with additional gas at the end of the treatment to raise the concentration is likewise not accepted. If the concentration falls below the required minimum value during the treatment, the application may be regarded as failed. Treatment Under an Approved Third Party System

Australia also accepts a CT based method for sulfuryl fluoride treatments performed using approved third party management and monitoring systems.

The CT value refers to the combined assessment of the gas concentration measured throughout the treatment and the exposure period. Where an approved system is used, the treatment must:

  • be carried out at a minimum temperature of 10°C,
  • run for 12 hours or longer,
  • achieve a CT value of at least 200 g-hours/m³,
  • maintain the final concentration required for the treatment duration.

Such treatments may only be carried out using third party programmes accepted by the Australian authorities together with appropriate record keeping systems.

How Is Sulfuryl Fluoride Fumigation Carried Out?

1. Assessment of the Shipment

The type of goods, the HS code, the destination country, the shipment date, the container type and the stowage method are reviewed. It is then determined whether the cargo falls within the scope of BMSB measures and whether it is suitable for sulfuryl fluoride treatment.

2. Product and Packaging Check

Impermeable packaging, coatings and tightly packed loading areas that could prevent the gas from reaching the whole consignment are checked. Sufficient free air space and gas circulation inside the container are ensured.

3. Preparation of the Treatment Area

The gas-tightness of the container, fumigation chamber or under-sheet treatment area is verified. A safety zone is established around the treatment area, warning signs are placed and unauthorised persons are kept out.

4. Volume and Temperature Measurement

The internal volume of the treatment area is calculated and the cargo temperature is measured. The quantity of fumigant to be used is determined according to the total volume, the temperature, the treatment duration and the official schedule to be applied.

5. Gas Introduction and Distribution

Sulfuryl fluoride is released into the enclosed space with controlled equipment. Suitable circulation systems are used so that the gas is distributed evenly around the cargo.

6. Concentration Monitoring

Regular readings are taken from sampling lines placed at different points of the treatment area. Initial, intermediate and final readings are recorded to verify whether the required concentration has been maintained throughout the treatment.

7. Ventilation and Gas Clearance

Once the exposure period is complete, the container or treatment area is ventilated under controlled conditions. The safety zone is not lifted and the cargo is not released for use until the atmosphere has reached a safe level.

8. Certification

The date and place of the treatment, the quantity of fumigant used, the temperature values, the exposure period, the concentration readings and the shipment details are recorded. A fumigation certificate is prepared in the format required by the destination country.

Points to Watch in Sulfuryl Fluoride Treatment

A successful fumigation does not depend on using the right amount of gas alone. For the treatment to be valid and effective:

  • the cargo must be compatible with the fumigant,
  • packaging that restricts gas circulation must be checked,
  • the container or treatment area must be sufficiently gas-tight,
  • the correct temperature must be maintained throughout the treatment,
  • the gas concentration must be measured at more than one point,
  • calibrated monitoring instruments must be used,
  • a safe entry level must be confirmed after ventilation,
  • the treatment records must be prepared in full.

Incomplete readings, unsuitable packaging, inadequate gas-tightness or incorrect certification can render the treatment invalid and result in the cargo being re-treated, held at the port or returned to origin.
